Dear Colleagues,

I wish everyone of you happiness, peace and prosperity, for all time to come. I am very happy to present you with this issue of the APCRI Journal, Volume IX, issue 1, With the publishing of this issue of the APCRI Journal, my term as Editor of APCRI, has come to an end. It has been a very satisfying tenure for me. I was very new to publishing and had only a few scientific publications of my own published in various scientific joumals including a few, in journals of great repute and which are intemationally peer reviewed. I learnt a lot about publishing. I also leamt how officers and others try to influence independent and honest opinion. I also leamt how people are so close minded and cannot take constructive suggestions. Though the constitution of India ensures freedom of press, but some officers think that India is their personal property and try to dictate what one can think or write. I did not succumb to all these activities. My policy was to uphold truth without hanning anyone personally or naming anyone in particular. It was very unfortunate that someone took a general comment as personal. No personal comment was made and any agony caused is very much regretted by me. In the bottom of the contents page a disclaimer was put in all issues of the APCRI Journal. Editorial was also in the list of contents. As in all publications the Editorial is written by the Editor and he alone is responsible for it. Any grievances can be addressed through "Letters to the Editor" .

I have tried very hard to satisfy all APCRI members and others. I could get an ISSN for the APCRI Journal, and the APCRI News Letter. Both the publications are published two times a year. Both are mailed to all APCRI members and other interested groups and officials. The Journal has an international circulation. If elected for a second tenn, I will try to get the APCRI Joumal indexed.

The Joumal of any professional and scientific organization is the medium through which everyone can get relevant infonnation about the academic and scientific activities of that organization. It is most essential for creating interest about academic and scientific activities in that organization amongst its members.

I hereby thank all the contributors for their articles. Without an abundant supply of articles, no editor can bring out a journal. I take this opportunity to once again request the scientific community for aliicles on Rabies and related topics for publication in the "APCRI Journal", in future. I think, I have not let down anyone and not published his/her contribution in one form or other, in this issue, or made modifications in their articles or reports, when sent by the cut off date of 18th June, 2007.

In this issue of the APCRI Journal we have two Special Reports. The first special report is by Prof. Henry Wilde, from Bangkok, Thailand. He has given a report on the RIACON 2007 held at Bangalore, which he attended along with myself. He has given his opinion of the meeting and a suggestion for India. The second special report is by Dr. M. N. Siddiqui, from Lucknow, India. Dr. M. N. Siddiqui is the first doctor in India to start Intra Dermal Rabies Vaccination [IDRV] in any Hospital! Anti-Rabies Clinic in India on a regular basis amongst regular patients seeking post-exposure prophylaxis against rabies, following bites by animals, or exposure to animals. He is one of our heroes.

India is trying to start the usage of IDRV in a big way, throughout the country. Incidentally Thailand, Sri Lanka and the Philippines are the only three countries where IDRV is practiced on actual patients attending regular Anti Rabies Clinics. The experience gathered by the three countries has to be considered by the policy planners in India, if they desire to implement IDRV with minimum trouble and risk to all.

I thank the corporate houses of Ranbaxy and Novartis Vaccines for their Advertisements. I also thank Dr. B. J. Mahendra, President APCRI, Dr. G. Sampath, Secretary General APCRI, and Dr. D. H. Ashwathnarayana, Treasurer APCRI for helping me to bring out this issue of the APCRI Journal.

This issue of the APCRI Journal is a step in the endeavor of the APCRI to fight the menace of Rabies by increasing the awareness about Rabies in all sections of the sociery. Let us all commit ourselves for the elimination of human rabies from India.

Kolkata, 6th July 2007.

Dr. Amlan Goswami
Editor, APCRI.
